Wangang, Minister of Science and Technology, said at the China Electric Vehicle 100 People's Congress Forum (2018) on the 20th that we should continue to improve our policy innovation and maintain policy continuity. Wangang said that in terms of policy innovation, it will continue to expand the quota of electric vehicle market sales, speed up the popularization and promotion of buses and taxis, open up the new market of shared cars, improve charging facilities construction measures, and create a better market environment.


The Measures for Parallel Management of Average Fuel Consumption and New Energy Vehicle Integral in Passenger Vehicle Enterprises stipulates that in 2019 and 2020, the proportion of new energy vehicle integral should be 10% and 12% respectively. The Parallel Management Method of Average Fuel Consumption and New Energy Vehicle Integral for Passenger Vehicle Enterprises (Draft for Opinions) indicates that the Parallel Management of Enterprise's Fuel Consumption Integral and New Energy Integral will be implemented, and the proportion of integral will reach 8% in 2018.


By the end of 2016, China's car ownership reached 194 million vehicles, and automotive gasoline and diesel accounted for more than 70% of the country's gasoline and diesel consumption. In order to alleviate the pressure of energy and environment, in recent years, the Ministry of Industry and Information Technology, together with relevant departments, has promulgated supporting policies such as "Accounting Measures for Average Fuel Consumption of Passenger Vehicle Enterprises" and the promotion and application of new energy vehicles, which have played a positive role in promoting the healthy development of the automotive industry.


In 2017, the production and sales of new energy vehicles were close to 800,000, reaching 794,000 and 777,000 respectively, up 53.8% and 53.3% respectively. According to the calculation of new energy automobile sales in 2016, CAAC estimates that the average integral level of new energy passenger car industry is about 3%. The relevant policy requirements will be raised to 10% in 2019, which will greatly enhance the production scale of new energy automobiles in China and stimulate the demand of new energy automobile industry chain. It is suggested that attention should be paid to the upstream and downstream leaders of the industrial chain: Huayou Cobalt Industry (603799.SH), Luoyang Molybdenum Industry (603993.SH), Yutong Bus (600066.SH) and Shanghai Automobile Group (600104.SH).
