At the same time, we should speed up the reform of electricity pricing mechanism, support the policy of renewable energy and power utilization in Bogota, reduce costs and improve efficiency.


Release subsidy downhill pressure by stages


"The adjustment of new energy automobile subsidy policy is imperative. If we postpone the one-time adjustment by the end of 2020, we might as well release the pressure of adjustment in stages so that we can ride out the impact of the downturn smoothly." Miao Wei, Minister of Industry and Information Technology, said at the meeting.


In 2017, the scale of China's new energy automobile industry continued to expand. New energy vehicles produced 794,000 vehicles and sold 777,000 vehicles in the whole year, accounting for 2.7% of the total output of vehicles, ranking first in the world for three consecutive years.


The continuous expansion of production and marketing scale means that the pressure of national financial subsidy is further increased. Meanwhile, the policy of new energy automobile subsidy recession in 2018 is on the ground. In September 2017, the four ministries and commissions jointly announced the "Measures for Parallel Management of Average Fuel Consumption and New Energy Vehicle Points in Passenger Vehicle Enterprises", but some enterprises are still facing greater pressure to meet the standards. "In 2016, 42 of 123 automotive companies did not meet the fuel consumption standards. Among them, there are also enterprises with large scale of production and marketing. Many enterprises still lag behind the requirement of integral proportion in 2019 and 2020 in the planning and layout of new energy automobile products. Miaowei said that according to the standard of average fuel consumption in the integral method and the requirement of proportion of new energy vehicles, automobile enterprises should carry out product research and development and production layout as soon as possible. If the response is slow, it will not only cause economic losses, but also cause passive development.


Miaowei said that with the decline of financial subsidies and the gradual withdrawal of monetization support policies, the use of easy access and other successive policies need to be studied in advance and the layout should be tightened. In addition, we will resolutely eliminate local protection and guide local financial subsidies to gradually change from encouraging purchase to supporting the construction of charging facilities and subsidizing charging service fees.


At the same time, we should further improve the marketing and service system of new energy vehicles, such as financial credit, insurance, leasing and used car trading, speed up the establishment of market-oriented integral trading platform, provide a variety of trading functions, study and formulate measures for integral economic management, activate the integral trading market, study and publish in advance the requirements of the integral proportion of new energy vehicles after 2020, and accelerate the construction of new energy vehicles. In the implementation of innovation drive, Miaowei said that we should give full play to the main role of the enterprise, support innovation in new energy vehicle platform and vehicle integration, focus on the next generation of lithium batteries and solid-state batteries and other key core technologies of new system batteries; accelerate the pace of product upgrading, achieve 350 watt-hours/kg for single batteries in 2020, 260 watt watt-hours/kg for modules.


Automobile Enterprises Actively Promote Layout

Gu Huinan, general manager of Guangzhou Auto New Energy Automobile Co., Ltd., said that Guangzhou Auto Group launched the construction of Guangzhou Auto Zhilian New Energy Automobile Industrial Park in April 2017, with a view to realizing the industrial agglomeration of Zhilian New Energy Vehicle Enterprise, core technology research and development in parts manufacturing enterprises and Internet cutting. In addition, Guangzhou Automobile has signed cooperation agreements with China Mobile, Huawei, Tencent, Science and Technology University, and Southern Power Grid to jointly develop new science and technology industries.
