New battery recycling policy for new energy vehicles to be implemented

author:New battery recycling policy for new energy vehicles to be implemented time:2019-05-30

In the face of millions of new energy vehicles in China, battery recycling has become a new problem faced by the new energy vehicle industry in the future. At the national level, we are also trying to make up for the shortcomings and solve the problems in the promotion of new energy vehicles through a series of policies. The National Standard Publicity Conference on Disassembly Specification for Recycling and Utilization of Vehicle Power Batteries (hereinafter referred to as Disassembly Specification) and Redundant Energy Detection for Recycling and Utilization of Vehicle Power Batteries (hereinafter referred to as Redundant Energy Detection) was held recently. This means that the battery recovery of domestic new energy vehicles will be on the right track.

It is understood that the Disassembly Code has been published in May this year and will be formally implemented on December 1 this year. "Residual Energy Testing" has been approved, and is expected to be officially released and implemented next year. According to the data of the Ministry of Science and Technology, as of last year, the number of new energy vehicles in China had exceeded 1 million, accounting for 50% of the global total. According to the service life of new energy vehicle batteries for 5-8 years, some new energy vehicles are facing the problem of battery recycling.

Industry insiders said that because domestic new energy vehicles use lithium ternary, lithium iron phosphate and other types of batteries, with a wide range of specifications, complex battery recycling and post-processing technology, long process, many enterprises do not have the experience and capacity of battery recycling, nor lack of professional battery recycling and treatment equipment, relying on traditional manual disassembly methods, may produce short-circuit ignition or even explosion. And other security risks. Data show that less than 10,000 tons of new energy vehicle batteries entered the disassembly process in China last year, and more than 80% of the recycled batteries remain in the automotive industry. The "Disassembly Specification" issued in this paper has strict requirements on the safety, operation procedures, storage and management of waste power battery recycling, to a certain extent, to solve the development problems of the industry, and standardized the recycling and disassembly of vehicle power battery, professional technology and power battery recycling system in China.

At the same time, the "Residual Energy Detection" which is expected to be implemented next year will provide evaluation basis for the secondary use of new energy vehicles'batteries, and will effectively reduce the cost of new energy vehicles' batteries in the future. The ternary lithium batteries used in new energy vehicles, for example, contain heavy metals such as cobalt and nickel. With the limited resources of two kinds of heavy metals in China's mineral deposits, the proportion of imports has been rising in recent years, and the price has also been rising. In new energy vehicle batteries, up to 80% of the capacity can be used. Industry insiders say that the cost of new energy vehicle batteries will be reduced by up to 60% through the secondary use of batteries after disassembly, detection and classification.

In fact, at the national level, the relevant policies on battery recycling of new energy vehicles have been stepped up. At the same time, the promotion cities of new energy vehicles also regard battery recycling as one of the important assessment criteria when new energy vehicles are admitted. Zhao Jingguang, deputy chairman and secretary-general of Beijing New Energy Automobile Industry Association, disclosed that when new energy automobile enterprises declared to enter the Beijing New Energy Vehicle Demonstration and Promotion Record Catalogue, whether they signed a battery recycling contract with the battery recycling enterprises, and how to reuse the batteries, have become one of the assessment factors for the record. "Recycling of batteries for new energy vehicles is an urgent task. When applying for new energy vehicles for filing, car companies need to provide specific battery recycling programs. We will put new energy vehicles in Beijing that meet the standards in terms of use, recycling and other aspects." He said.
